เมื่อวันที่ 26 มิถุนายน 2556 ไทยเป็นเจ้าภาพจัดการประชุมคณะทำงานเพื่อความร่วมมือ ไทย – มณฑลกวางตุ้งครั้งที่ 3 ที่โรงแรมแชงกรี-ลา โดยมีนายสีหศักดิ์ พวงเกตุแก้ว ปลัดกระทรวงการต่างประเทศเป็นหัวหน้าคณะฝ่ายไทย และนางจาว ยู่ฟาง รองผู้ว่าการมณฑลกวางตุ้งเป็นหัวหน้าคณะผู้แทนมณฑลกวางตุ้งเพื่อกระชับความสัมพันธ์และความร่วมมือระหว่างไทยกับมณฑลกวางตุ้งและกับจีนโดยรวมในทุกมิติ โดยเฉพาะด้านเศรษฐกิจ การค้า การลงทุน และการท่องเที่ยว มีผู้แทนระดับสูงจากหน่วยงานที่เกี่ยวข้องของสองฝ่ายเข้าร่วมด้วย

       คณะทำงานฯ ได้หารือถึงแนวทางการขยายความร่วมมือระหว่างกันใน 7 สาขา ได้แก่ การค้าและการลงทุน การเกษตร การศึกษา วัฒนธรรม การท่องเที่ยว สาธารณสุข และความสัมพันธ์ระดับประชาชน    โดยได้เห็นพ้องกับแผนงานความร่วมมือไทย-กวางตุ้งในช่วงปี 2556-2557 ที่สำคัญ ได้แก่ 1) เพิ่มความร่วมมือ ด้านการค้าเพื่อให้บรรลุเป้าหมายการเพิ่มขึ้นของการค้าร้อยละ 10 ต่อปี 2) การจัดตั้งจุดประสานงานระหว่างสำนักงานพาณิชย์มณฑลกวางตุ้งกับสถานกงสุลใหญ่ ณ นครกว่างโจวเพื่อแก้ปัญหา/อุปสรรคทางธุรกิจ     3) การจัดตั้งสำนักงาน ททท. ประจำนครกว่างโจวภายในปี 2556 และส่งเสริมการขยายการท่องเที่ยวระหว่างกัน  4) การส่งเสริมการเรียนการสอนภาษาไทยและภาษาจีนระหว่างกันให้มากขึ้น 5) การส่งเสริมความสัมพันธ์เมืองพี่เมืองน้องระหว่างจังหวัดในประเทศไทยกับเมืองในมณฑลกวางตุ้ง 6) การส่งเสริมการลงทุนระหว่างกันให้มากขึ้นโดยเฉพาะในด้านการผลิตอาหาร เกษตร การร่วมลงทุนในเขตนิคมอุตสาหกรรม รวมทั้งจะศึกษาร่วมกันต่อไปเกี่ยวกับข้อเสนอของไทยที่เสนอให้จัดตั้งสภาธุรกิจ (business council) ไทย – กวางตุ้ง เพื่อเป็นเวที การหารือระหว่างภาคเอกชน

      ปลัดกระทรวงการต่างประเทศและรองผู้ว่าการมณฑลกวางตุ้งยังได้เป็นสักขีพยานในการลงนามหนังสือแสดงเจตจำนงว่าด้วยความร่วมมือด้านการท่องเที่ยวระหว่าง สมาคมท่องเที่ยวมณฑลกวางตุ้งกับ ททท. ในโอกาสนี้ด้วย

     ประเทศไทยกับมณฑลกวางตุ้งมีความสัมพันธ์ที่ใกล้ชิดกันมาโดยตลอด ในปี 2555 การค้าระหว่างไทย-มณฑลกวางตุ้งมีมูลค่า 20,170 ล้านดอลลาร์สหรัฐ คิดเป็นสัดส่วน 1 ใน 3 ของปริมาณการค้าระหว่างไทย-จีนทั้งหมด ไทยส่งออกไปมณฑลกวางตุ้ง 13,168 ล้านดอลลาร์สหรัฐ และนำเข้า 7,002 ล้านดอลลาร์สหรัฐ  ขณะที่นักท่องเที่ยวชาวจีนจากมณฑลกวางตุ้งเดินทางเยือนไทยกว่า 500,000 คน คิดเป็นสัดส่วน 1 ใน 5 ของชาวจีนทั้งหมดที่ไปท่องเที่ยวในไทย นอกจากนี้ มณฑลกวางตุ้งยังเป็นประตูนำเข้าสินค้าเกษตรจากไทยในสัดส่วนร้อยละ 80 ในช่วง 10 เดือนแรกของปี 2555 การค้าสินค้าเกษตรระหว่างมณฑลกวางตุ้งกับไทยมีมูลค่า 1,375 ล้านดอลลาร์สหรัฐ โดยไทยส่งออก 1,121 ล้านดอลลาร์สหรัฐ และนำเข้า 254 ล้านดอลลาร์สหรัฐ ไทยเป็นประเทศในอาเซียนที่เป็นคู่ค้าสินค้าเกษตรกับจีนมากเป็นอันดับสอง       รองจากมาเลเซีย

      คณะทำงานเพื่อความร่วมมือไทย-มณฑลกวางตุ้งเป็นหนึ่งในกลไกความร่วมมือระหว่างไทยกับมณฑลต่างๆของจีน นอกเหนือจากคณะทำงานเพื่อความร่วมมือไทย-ยูนนาน และคณะทำงานฯไทย-เมืองเซี่ยเหมิน

Thailand and Guangdong Province highten cooperation in trade, investment and tourism

      On 26 June 2013, Thailand hosted the 3rd Meeting of Thailand-Guangdong Working Group for Cooperation at Shangri-La Hotel. The meeting was co-chaired by Mr.Sihasak Phuangketkeow, Permanent Secretary for Foreign Affairs and Madame Zhao Yufang, Deputy Governor of Guangdong. The meeting was aimed to boost cooperation between Thailand and Guangdong province, especially in trade, investment and tourism sectors. Senior representatives of relevant departments from both sides attended the meeting.

      The working group discussed ways and means to expand cooperation in 7 areas, including trade and investment, agriculture, education, culture, tourism, public health and people-to-people relations.  Both sides agreed on the work plan for cooperation in 2013-2014 as follows:
           1)    To increase trade in order to achieve an annual growth of 10 percent;
           2)    To set up a coordinating point between  China Council for the Promotion of International Trade (CCPIT) of Guangdong and the Royal Thai Consulate-General in Guangzhou, in order to overcome business disputes;
          3)    To establish Tourism Authority of Thailand, Guangzhou Office by 2013 and promote tourism between both sides.
          4)    To promote learning and teaching of Thai and Chinese languages.
          5)    To promote Sister City relations between provinces in Thailand and cities in Guangdong.
          6)    To promote investment between the two sides, especially in sectors of food production, agriculture, joint venture in industrial parks and to further explore Thailand’s suggestion to set up Thailand-Guangdong Business Council as a consultation platform between private sectors.

        On this occasion, Permanent Secretary for Foreign Affairs and Deputy Governor of Guangdong also witnessed the signing of Letter of Intent for Tourism Cooperation between Guangdong Provincial Tourism Association and Tourism Authority of Thailand.

         Thailand and Guangdong have maintained close relations all along. In 2011, the total trade between Thailand and Guangdong province amounted to 20,170 billion USD, which is accounted for one-third of trade volume between Thailand and China. Thailand exported to Guangdong 13,168 billion USD and imported 7,002 billion USD of Guangdong goods. Among the Chinese travelling to Thailand, one-fifth or approximately 500,000 tourists were from Guangdong. Moreover, Guangdong is the gateway of 80 percent of Thailand’s agricultural products imported to China. In the first 10 months of 2011, the total amount of agricultural trade between Guangdong and Thailand was 1,375 billion USD. While, Thailand exported about 1,121 billion USD and imported about 254 billion USD from Guangdong.  Thailand is China’s second largest ASEAN trading partner after Malaysia.

         Thailand-Guangdong Working Group for Cooperation is among the cooperation mechanisms of this kind that Thailand has had with provinces in China, apart from Thailand-Yunnan and Thailand-Xiamen Working Group.
